With Book2Speech (no install)

Pick a narrator from the samples.
3.
Press play. The text is shown with the spoken sentence highlighted, chapters are in the sidebar, and your position follows you to the phone app.
Built-in read-aloud in browsers and readers

Microsoft Edge: open a PDF or web page and choose Read aloud from the toolbar. Good voices; PDFs are read with headers and page numbers.

Firefox: Reader View has a Narrate control for articles.

Calibre’s ebook viewer (free, desktop): Read aloud in the viewer menu, using the system voices, with the book’s chapters.

macOS: select text and choose Speech → Start Speaking from the Edit menu, or turn on Spoken Content in System Settings.
